    Is it illegal to create an incentive site that pays out users for sign ups via affiliate programs?

    Nope. My friend owns one of these.

    Perfectly legal. You will have to choose sites that allow incentive usage though.

    as daler says 100% lega but some dont allow incentive sites ans if they do they usually pay less
