I take it that the number of inbound links should be greater than outbounds links for all pages on a website? If yes then the solution is obviously a one way link strategy to gain those inbound links?
Definitely! The more inbound links the better. Remember though, that its the quality of links that count. A few higher quality links from reputable and related websites are much more valuable than many unrelated links or links from shady websites.
