There are a number of waysfrom which you can get inbound links. For example
    1.Directories
    2.Forums (signature)
    3.Link exchange
    4.Buy them

    Good Luck

If you are super conscious about black hat, and dont want to do anything black hat yet want to have a forever desirable effect then you should try a link exchange. You can even use a free ad server to transfer or share traffic and create awareness among people. These days google is even counting user preferences.

Submit your website to the directories that search engines "respect" like splashdirectory (PR 6), greenstalk (PR 6), joeant (PR 6), kahuki (PR 6)

When site A links to site B, site A has an outbound link and site B has an inbound link. Inbound links are counted to determine link popularity, an important factor in SEO.
