In need of control panel for paid posting site

I'd like for someone to make me a control panel (ONE) where I could control writers & clients. I'd need to be able to/have it have:

*Create new logins
*Have a different interface for customers and writers
*VERY User Friendly -- My current system is not
*Easily manage via Admin Control Panel
*Be able to create new jobs within the cPanel
*Be able to send a MASS EMAIL to all writers (pref. automatically) when a new job comes up
*Assign specific writers to jobs
*Be able to ban/suspend if neccessary
*Have a small area for updates and writers/customers to write under each job

I don't know prices here, but I'd like a quote and a timeframe in this thread or in PM.
