In Google search results - that "comments" after a listing

Curious about the slightly invisible word balloon COMMENT after a search result in Google. How can that be used and what is it actually for? Also, what is the actual purpose of that slightly invisible arrow pointing upwards that when you "mouse" over it reads PROMOTE? Insights / feedback / constructive criticism appreciated.

These all are to get user feed back about users. If you give up for any result then google will give higher priority to that result and vice versa, if you give down for any result then google will avoid to display that site in google search.

Interesting osmasters....so, am I percieving this wrong if I say it looks like it could work for someone wanting to incorporate some SEO techniques to their site? I sort of felt this way when I examined those "tools"....have you yourself used them?
