Yes you can make it rank... there is nothing wrong with the tld... actually it doesnt matter what TLD you have...In your case if you get good backlinks and lots of people using your service... it will get ranked well... Another thing... I want to congratulate on taking action... many people have the domains but they dont do anything with it.... You have already started a service on that domain.... Yesterday, I read that .in domains have the biggest problem with lawsuits in India. In short, companies basically steal domains away from you if they want them, and there's nothing you can do about it. Sounds like BS, but there seem to be a lot of stories about it. There would be exceptions and there would be issues with any TLD - including .com's. The dispute resolution policy is universal and thus - don't go ahead to register google.in - for the rest, you can certainly invest in good .IN, .CO.IN or .NET.IN etc for a very decent price ($4.3 @ pubdomains.in) Cheers G
