How important in the eyes of the SE (especially Google) that in-bound link are on pages with similar content/topic as the site it’s linking too? I’m asking as I’m planning on buying some links and want to know what the pros and cons are with buying links on pages that have no relevance to my site. I understand that the amount of clicks on that link will be lower, but what other advantages or disadvantages are there? Thanks in advance for any tips and advice.

Also a relevant link would more strongly influence ranking potential as compared to a non-relevant link.
I think that relevant links do count more than non-relevant links. However, if buying a link on a non-relevant site, will bring you lots of targetted traffic, then definately go for it and don't worry about the relevance. If you are only buying links for PR and SERP reasons, then I would stick with relevant sites. JMO.
This has been on my mind lately. And I think that's yes, for PR of 6 and below, relevancy is extremely important. However, I've also noticed that High PR sites like newspaper sites, for instance, the NEW YORK TIMES, would pass along a fantastic amount of PR, and it might or might not be relevant to your site.
