Your rates are rather low, how much experience do you have?

d3sign3r, this is how 90% of freelancers are and I personally do not understand it. (I hate when people ask me for a budget and tell me their hourly rate is $10 and then quote me $100 for a 2 hour job, because their charging me "By the job") This doesn't only happen on digital point, but almost every other website. If you can't afford to hire a in-house developer or a part-time / full-time developer from say v-teams or s4support, this is what you have to put up with.

One way around this is hiring a coder through odesk. If you put a credit card on file, you can hire coders hourly, and they are required to record their desktop while they work, so you can see exactly what their doing on your dollar, kind of like how a vehicle GPS works for other companies, you can track everything they do.

Most developers who claim to charge between $5-$10 / hr say that because they know their are a lot of start up development companies who want to pay little to nothing, so they tell them what they want to hear. What these companies fail to realize is they end up paying between $20-$50 per hour.

This industry like many others works similar (for a lack of a better word) to the "streets", you have the low class, middle class, and high class. If your wanting to start a development company, you need to have some start-up capital, because once you get labeled as a low-class company, it's hard to flourish, and you'll find yourself dealing with low lifes on a regular basis.
