Improving Page Rank - From 0 to 4 and Higher ?

    We have a small forum, which is about 8 months old and have an Alexa rank of around 10,000,00 and a page rank of 0.

    I would like to know if there is a step by step procedure that will lead to increase in its page rank from 0 to 4 and higher. If yes, then pls let me know it and also that how much time should it take to achieve such a rank.

    I am looking white hat methods.

    You can increase page rank by increasing more and more quality back links which have Do Follow link relation with high PR. You can take advantage of link juice to increase page rank of your site.

    You need to build some high PR back links from some quality sites. This will help in improving PR of your website.

    For initial gain of pagerank, say 0-3/4, valuable content can do the job. Make sure that your site provides lots of informative content with low bounce rate.
    Above that you need quality backlinks from trusted sites which have more PR than that of yours.
