give away some hosting packages and ask users to write honest review in hosting-review websites... you loose nothing if you give free 6 month packages to users but you can get back great reviews!
referral program - give 30% to those who bring you new clients - put banners on site and tell them to use them. again you dont lose anything and some people will advertise your hosting packages to earn money.

Link building for sure. Hosting may seem like an overly competitive market but if you search out those hidden gem keywords, you can make a killing. I got a client to page 1 for a very monetizable, 10k/month keyword just last week.
I will suggest you to also write some Good articles as a Guest Author in other sites. It will help you to make some back link as well as also get some users. Some of the web development companies representative writes some guest post in my blog as well.
