Importing an Account Snapshop

I exported my csv file with Adwords Editor, and modified things (i.e., brand names) and wanted to import it as a new campaign (Note: this is my first time doing this). I was wondering why in my Adwords Editor that I can't "Import Account Snapshot" as it says in the Adwords help on 'how to import csv files'.

Is there another way to import a csv file as a new campaign? If so any help is appreciated.

 

The snapshot is not the whole campaign, that's why you can't import it.

 

I went to file -> export to csv -> and picked a campaign. I edited it and now how do I import it? If it isn't using the snapshot?
