    I also hope this new rules dont get implemented on Indian users and get vanished by Paypal itself.If this rules dont get implemeneed,it will save millions of online buisnesses of Indian users :D

    it should be possible for paypal to issue refund from credit card payment else if not you have to give a chargeback, else no other way.

    i can pay anyone via odesk, freelancer, if they can send me some money in paypal so that i can issue refund to one guy..

    Credit cards are the only way for indians to pay for goods or services abroad. If you have credit card, you can directly buy hosting or domains with or without paypal. Infact you dont even need paypal at all to pay from your credit card. Credit cards have been right from the start with the beginnning of dotcom era for payments paypal came famous after that. so with or without paypal, credit card payments will survive.

    I have credit card but i received money to paypal from someone so now if i can issue refund with credit card that will work fine as i dont have much paypal balance left.

    I can pay anyone via odesk, freelancer, or any other payment method which accept credit card in exchange of few paypal dollars(in few hundreds)

    where can i find someone to exchange?
