As mentioned before, no Indian Debit card works with PP verification.

I just tried my VISA International Debit Card (SBI) with Paypal, and it says bank refuses to add this card.

So what does the international tag stand for?

 

It mean that u can use that card internationally.

 

I think when u delete card it becomes unverified account so again a problem

Yes. I have tried HDFC, Citibank, SCB, ICICI, deutsche credit cards with paypal and all of them work (both master / visa type cards).

You should start paying taxes. ;-) You can get an addon card from your family members who happen to pay taxes

I won't recommend using your family member's card directly. You can ask them to get you an 'add on' card in your own name.
