Well do you know any ad managing company that allows publisher to incorage/redirect in any way visitors to advertisers sites?
Ive seen many ads that seem like the advertiser is screaming "CLICK HERE!" he just wants traffic to his site but the ad managing company he is in (such as cpxinteractive) wont let the publisher incorage his visitors to click it.

So do you know any big ad Company (which both advertiser and publisher can trust) that allows the publisher to send (In some/any way) traffic by incoraging?

I guess you'd be looking for some kind of CPA program, because lets be realistic, a PPC network isn't going to want that kind of traffic. I suggest you try some email or zip submit offers as they're easy to convert with and perform well with untargetted traffic. :)

Here are some ad networks that offer these kind of offers,
    www.millnicmedia.com
    www.cpaempire.com
    www.maxbounty.com

If your website is adult you can find similar offers at,
    www.cecash.com
    www.datinggold.com

Correct no PPC network will allow you to encourage your visitors to click on ads, its common sense really.

This post made me LOL hard.

Yes, advertisors wouldn't want their Ads clicked for the sake of being clicked. No advertisors = No publishers = No PPC program.
