    Any recommendations of a good and free image sizer to make it smaller or bigger, etc.

    Microsoft Paint works, actually.

    Run Paint and press CTRL+W when focused on the Paint window. (;

    Well paint will work but it will make the picture quality worse. Do you have one that would make it better?

    Is it just me or when i make the image size bigger it reduces the picture quality

    That is normal from any app used to enlarge an image or photo. What your doing is basically spreading out the existing pixels that are there. This will not add the details needed to retain the quality of the image / photo.

    The only way around is to create the image / photo yourself from the beginning at the desired resolution you want.

    Free photo apps I would recommend are Irfanview and Gimp.
