This is years old news Oo; As far as I can remember, you've never been allowed to put images next to your ads since it's misleading to the people clicking them. It's always been against the ToS and you'd have gotten your account frozen if Google had been notified.

I'm not sure I follow this way of thinking, nor the idea that somehow Google have some crazy reason for NOT wanting more clicks on their ads.

It's very simple: Google has to keep BOTH its advertisers and its publishers happy. This must be in equal measure, because if either side is unhappy then they will see decline. I don't have to explain in detail why, right? So I don't think this idea that Google is somehow pandering to its advertisers is really that valid.

All clicks which come about NOT because the surfer was interested in the given product, but because they were somehow drawn to the ad by extraneous graphics, bullets, etc etc. are not legitimate clicks simply because the publisher wants LEADS, not random visitors. Google cannot allow publishers to have control over the appearance of the ad because, well, because they can't! It would be like in a magazine ad - a magazine advertiser expects that his ad will be reproduced in a particular form, not have big arrows drawn around it saying, "BUY THIS STUFF!", because he wants his advertising to be under his, or the agency's (Google's in this case) control and to be predictable.

Can you imagine what the black-hat brigade would do if Google DID allow you to "embellish" ads in this way? It doesn't bear thinking about...

Here's an excellent example. This site was banned by the way. The content was less than 60 words (not counting the weird disclaimer at the footer). The images are close enough to the ads to be misleading. Perfect example of MFA site.
