Image Resizing Utility

I have several programs for image resizing that I use for various reasons, but they are all commercial products. I'm hoping to be able to recommend some image resizing utilities to my end users that are free or have easy to deal with shareware restrictions like SmartFTP. (i.e. no time limit, limited functionality maybe, nag screen on startup is acceptable, no adware)

I'm wondering if any of you can make recommendations based on your own experience before I google around and install a bunch of junk.

Windows has a Powertoy that you can download, that provides a built-in image resizer thing, when you right click an image. Search for XP Power Toys on Google to find it.
