    It does not violate adsense TOS, if you don't put this on top of your site before any content shows up!

    thanks james but I actually put it at the top before any content

    if i put the 160*600 only at the top before any content , is there any problem

    yes there is a problem. I had in the past (several years ago) experimented with something like that, and it was not even as extreme as yours. And I got sites disabled because there was not enough content above the page fold (like hardly any)

    But the best I think is to ask directly adsense, so that you get an up to date reply.
