i would suggest Microsoft publisher, its very easy to learn, and though the HTML it produces may have some validation errors, it can still be utilized without needing any coding (HTML / php) skills

you can also create your own graphics with photoshop or another graphics program. All of my sites in my Sig were created with it, none have been properly coded, and have plenty of errors, but as long as a customer can view my site I'm happy with it

Notepad is great if you really know how to code. As this is your 1st website, maybe you can start with something like Dreamweaver.

If you are new to HTMl, you might want to try SoThinkHTML editor...which was one I used when i was new to html.....then there is photoshop/gimp for designing and the rest can be easily learnt on the move.

There are so many variables when setting up a website that it makes it difficult to recommend something without knowing more about your needs/wants for this project.

would something like squarespace.com or a wordpress.com template might work for your site design and add paypal (either shopping cart / BIN buttons) so that you could do a run-through version of your site and then, when you know how things work, you can figure out the tools/software/platform you need to either switch (if the squarespace.com etc site doesn't suit your needs) or build new with learning curve behind you. :)

    Good luck with your project.

If you are going for free you can start by using GIMP, just search Google. If you have some money get Adobe Photoshop CS3. GIMP is a legal rip off of Photoshop and, with talent, you can create just as good of designs. However, there are many tutorials for Photoshop, like pixel2life.com, but not specifically for GIMP. For programming it is all based on what features you use and like. I use Dreamweaver because it was what I started on and I am used to the color schemes.

Whatever you do, please avoid Frontpage.
