Maybe he couldn't quite scrape together another $2. lol How much traffic you get from this directory. I notice it has a PR0, but it gets quite a bit of traffic by the looks of things. Also, are there many more directories that use a ranking system to how much you pay? The more you pay the higher you rank.
Yes, it has a PR of 0, but not everything is about PR. Sites don't succeed on the web because they have good PR, they succeed because they get good traffic. This directory is only a month or 2 old which is the reasons for the PR0, but the traffic is growing rapidly. They are promoting hard.
