I'm new and need just a little help here.

Hi my name is Joshua and I am joining DP for the first time as a content writer firstly. Then once i learn the processes I can move along as i see fit. I do have one question though. Someone mentioned that i have to have 25 posts and 14 days active to offer services. But if i look at someone who is buying content, can I work for them before i meet my requirements. And how do i go about making a deal so i can leave feedback without having a chance of being terminated? I appreciate any help here, have a great day
