If you perform a Google search you will find hundreds of web hosts these days that with match your requirements. Reliable shared hosting plans - even 'multi' domain shared hosting plans are available for a little as half your budget. Look for hosts that offer either Fantastico or Elefante - '1 Click' software install systems which include Wordpress and many more scripts. And again most of these hosts will accept PayPal. Good luck with your search.
There will be several shared hosting providers around there according to your budget and with softaculous/fantastico you can install WP very easily.
I'd be very weary of any web host that is claiming to offer you a domain name + year of web hosting for $15.00 dollars. That price barely covers the domain name fee, let alone the cost of the actual web hosting. If I were you, I would first maybe register your domain name (which if you look hard enough, you can probably register for between $8-$12 dollars per year), then search for a budget host (but I would expect to pay at least an extra $20.00 per year if you are looking for something dependable (just make sure you are not signing up with one of these $1 per month unlimited everything providers, otherwise you will be setting your-self up for failure).
