Short of asking the websites directly it can be pretty hard to get a link from some of them without paying. As far as Yahoo directory that is simply a fee based thing. You can submit to DMOZ but expect to wait a long time while they review it. There are a lot of companies out there that can give you good links for the money but beware of ones that just give you large numbers because they are probably doing not useful techniques. I got some freelance things I can do as well below if your interested.
If you are looking for a few links, that you could do yourself. You just need to study little bit about ways of building links. But if you have budget you can opt for choosing any professional link building company. But make sure before finalising them that whether they are able to complete the task on time or not. They should also be able to send weekly reports. Foremost thing is the payment term, do not pay anything in advance, ask them to first submit final report and then get money.
The most powerful links are those which come from .GOV, .EDU domains. Even one links from these domains holds a lot of importance for your website.
