Many arcade scripts already have that built in.... However, if you don't have an arcade script and its just a regular site, make a post looking for a coder and have someone code a script for you Make sure the submit form is tight....other wise the bots and spammers will get you
I used http://www.dtheater.com/scripts/formmail.php before I got phpArcadeScript. What you do is set up a form that asks for an email, name (if you want to credit them), and a file. Make sure you state that they must have the right to submit the file. The name, email address, and location of the newly uploaded file on your server is sent to your email. And the file is uploaded to a pre spesified directory. You can add any field you want like description.
