Admaven and propeller ads will allow it, depends on what you are downloading. i think you should give it a try. worked for me with Admaven but i talked to teh account manager first.
what do you mean by cloaking ? changing the end url randomly ? i think admaven allows rotative links but they check the end urls all the time so you wont be able to trick them. If its a legit product you are downloading why cloaking in the first place?
