    Start with a blog. Try free hosting blogs such as Blogger / Wordpress and many more. Then if you have enough money, purchase a domain and transfer your blog on that domain you just bought. :D

    If you have only $2 then try to buy .info or .com domain from any domain registrar whenever they announce any special promo and then take free hosting from someone here (search through Freebies) section. Develop blog there on that domain using wordpress and fill it with unique and informative contents. Promote it through submissions at various web directories. Thats all.

    Be careful if you decide to make a free blog at Wordpress.com. The monetizing options are limited, and their TOS is kinda vague.
    I think Blogger + AdSense is the way to go if you've only got $2 and can't buy a real domain and hosting. Personally, I'd go and buy a sandwich with my $2 and think about getting a real job.

    Also look at Squidoo.
