Easy fix buddy, you can pay me later! j/k

Have you checked the "writable" state of the relevant directories?

Directly under the two headings "Upload Package File" and "Install from directory" there is a space which has the "writable" state of the relevant directories.

I.e. for the "Install new Modules" page, mine was

    media/ Unwriteable
    administrator/modules/ Writeable
    modules/ Unwriteable

and when I set the file permissions correctly, they all changed to "Writeable" and the upload worked.

On the "Install new Component" page it should look like this:

    media/ Writeable
    administrator/components/ Writeable
    components/ Writeable
    images/stories/ Writeable

As mentioned above check the permissions first. Although i believe they are correct, otherwise you wouldn't be able to install it.

So if the permissions are correct, then your host has safe_mode ON. In that case you have to ask hin to change it to OFF otherwise you won't be able to install anything in the future.

If you still have problems, and if the reason being safe mode ON, try the safe mode patch, it can help you install with FTP assist.
