I think you got hit by a coin dealer that thought he could rip someone off.. I know a ton of them and there is only one that I would trust inside my house.. There is a reason those guys have the reputation that they do.. If he sends the coins back to you you may as well accept them and relist them.. He won't stop harassing you until he wins.. It sucks but may be your only real option if PayPal doesn't side with you..
PayPal is great for accepting payments for a service, as they provide little protection to the buyer. As far as accepting payment for any tangible goods YMMV. PayPal Rules: 1. Buy Tangible Goods (Lots of Buyer Protection) 2. Sell Services (No Buyer Protection) Expect to get screwed in any situation and with every payment. If you don't you'll wish you had kept your guard up.

Yes paypal is pinching my money left and right on everything including converting currencies giving my like 5 cents below spot price on the USD and taking 40 cents on every time I recieve funds. I'm getting really angry about this also.

If he only sends back part of them then you could make a case for theft or fraud across state lines.. But that never scared a coin dealer..
Possibly even mail fraud. The problem with that is the OP would have needed to do a full accounting of what was in the shoebox ahead of time to know exactly what was missing.

There really is nothing I can do if I sign for them and find out coins are missing, its going to be my word against his. Its not like I can trust PayPal to make a honest decision. I think they have already proven that. Which is why I wonder if I should even sign for them. Its been three days now, and even though the buyer does a ton of business on Ebay he has not agreed, as of yet to ship the coins back. I think he is taking his sweet @ss time.
You could accept them, catalog them, and show PayPal they are no longer 75% nickels as the buyer told paypal himself they were, so he must be trying to scam everyone by switching the coins for others. That will test the paypal person who agreed to the reverse to start with.
