Start off by doing a couple of free/cheap websites for local charities or friends. I've also seen people advertise in forums offering a free website to the first person to reply. This then gives you a few websites to put in your portfolio so you can then advertise yourself as a "up-and-running" company. Good luck - I love web designing but I haven't found it to be a road to riches by any means.
