Can I create a website which allows users to pay for a package monthly which would boost there youtube video views without running into legal trouble through youtube? I don't want to waste my time creating this website if there is a possability that youtube would take legal action on my services im providing for there website.

As long as you are doing it legally and not using a botnet of some sort to make the views increase, you should be fine from all legal standpoints.

If you are providing some kind of traffic or viewing service, then I don't see a problem, but if it's just a way to manipulate numbers, with no real views from actual viewers..then that is a problem.

Well, it will be real viewers but I may have the website direct a user to youtube then redirect them right back to my webpage right away. The page would load then the user would back out and do a different video. It would be real people from multiple different IPs but they wouldnt stay long. For the people who pay they wouldnt have to click anything though.

Eh. It's hard to say, but for your own benefit, I would say stay away from anything you're not sure about.
