The good guys wear white hats and the bad guys wear black hats. When it comes to SEO blackhat techniques are the ones that break the searcjh engine rules. In general, the best blackhat techniques are not often made public.
not all blackhat is morally wrong, but most is. To answer your initial question - blackhat is not always illegal or wrong, but illegal is always wrong
Blackhat is someething can be beneficial but unfortunately if you don't know it that great, it can get tricky..and you will have to constantly find new methods.
Through most blackhat money making techniques, someone is loosing out, which IMO is wrong, and it's a shame so many people have got into it.

i would even add that often, while blackhat is not illegal, but against the TOS, you can still get into a ton of nightmarish trouble with clients and affiliate networks...
Say someone managed to legally steal all the money in your bank account (just for example), through some legal loophole. That's them being smart and your bank account being weak. How would you feel? You are benefiting from other's losing out, be it a large affiliate network or not.
