iframes, quality score and legality

    I have noticed someone bringing in their content from another site they own. They do it like this:

    <frameset rows="100%,*" border="0">
      <frame src="http://www.mysite1.com/loans.htm" frameborder="0" />
      <frame frameborder="0" noresize />
    </frameset>
    Code (markup):
    So, mysite.com that is the main domain gets its content from another site's subdirectory.

    Why would someone do that? Could it have an impact on the Quality Score if there are more links going to mysite1.com? Could it be so that your main url does not get penalised should Google stop liking that domain, since the content is coming from an iframe? How does Google Adwords treat this iframe in practice, because I know they don't like them?

    I'm interested in feedback on this, too.
    It's not allowed per the guidelines, but it seems like half of my competitors do this and (apparently) don't get slapped.
