If you're talking about registering a new domain, transferring the content from the old site to the new one and deleting the original completely- then of course no penalty will apply but you'll have lost any link juice from the original domain as they won't be linked. Furthermore, transferring to a new domain and then redirecting the old domain to the new could *potentially* lead to the penalization being transferred - yet unlikely.

Transferring to a new domain might help, but it also takes a lot of time. In the future, you might have to be more careful what kinds of submission tools you use. Generally, it's better to do anything human-run rather than software-run. Otherwise, you suffer a huge penalty.

Actually, if you are registering a new domain then you are not recovering your blog. You are, instead creating a new blog. If your site was penalized and you really love that domain name then you can revive that. Though it may take time depending on your blog posting frequency. I suggest you to post more often then google will eventually index or reconsider your site. You also have to contact them requesting to reconsider your blog. You may also delete the backlinks generated by your automated submission. The ones that violated google's terms.

On the other hand, if you want a fresh start then you have to de-index your site first. Then register a new domain. Create and post contents there. Don't transfer the content from your old blog unless it's totally de-indexed.

If you check your site with a decent back link tracker and see there are quite a few good links pointing to you, then you might want to go the route of cleaning up/disavowing bad links and filing for reconsideration. BUt is there is no good backlinks left, then what's the point of preserving the contaminated domain?

If I added no-follow & No-index tag for all my blog pages after penalization, What would be the results? Is my website still under penalization? Can i create a new blog post under the same blog domain to make it appear on SERP?
