It would depend on what you are marketing... Though, according to your suggestions it does seem like a web page of some type. My best tip would have to be UNIQUE content, but not just unique, it must be helpful in some fashion. Cater to the end user, optimize for your readers, and KNOW your product. If in doing that you can figure out a way to tweak things out for the random Search Engines out there, then so much the better. And now that you have something worth marketing, any of your own suggestions should prove helpful

Well thats really the million dollar question, ain't it? Adwords, Buying links, Meta-tags blah blah are all 'methods'. One cannot merely know all these methods, and except to be a good Internet Marketer. Like what YMC said, One has to learn how to market. Heck, a good marketer can even sell ice to Eskimos. So it really boils down to... Finding a rabid market with a need, and giving(selling) it to them. Its such a cliche, but it still holds true.
