The way to go is nearly always self-hosted, particularly if you plan to sell the thing in the long run. Use wordpress.com if you do not have the funds or are not comfortable in installing and tuning Wordpress.
self-hosted is best solution, but if you want something free, blogspot is better for a few reasons (you can place ads for example)
Wordpress.com does not allow you to use ads on your blog. If you're willing to forgo that, I'd certainly recommend them to you.

I think he can take the URL with him. Wordpress allows you to buy your custom domain, and they will redirect all your old posts to the new URL. Once that is done, he needs to export his data, point it to his regular host, and import it.
Moving a blog from wordpress.com to your new host will be no problem. However, you should be aware that your site will suffer for it. Your new domain will have no google rankings at first, and it'll take time to build it back up. If you're planning to do something serious with your site, it's better to go for self hosted with wordpress software. If you're just starting out and not very serious or not sure of the potential, go for a blogspot blog. Blogspot gives you more free options than wordpress.com. Or you could take a hybrid approach. Your own domain (normally costs under $10), with a blogspot blog. You can attach the domain to a blogspot blog for free (not so with wordpress.com). That's the approach I take, since my site makes like 2 cents per month and paying for hosting is not worth my while.
