Couple Ideas: 1. Make something useful for the target audience(widget/nichespecific tool) and launch with press release, social outlets on any niche appropriate medium - internet(this works for everything pretty much though doesnt it?), radio, newspaper, tv.. 2. Hire on content writers and expand on keyword promotion efforts
Paying people for posting on forums is a good idea and a win-win situation. First, it is obviously cheaper than if you would pay for Adwords. Second, if you hire qualified people that can write in good English and smart enough for gently promoting your business instead of spamming and making people angry, then the results can be absolutely amazing.

Actually getting respected forum members to promote your site is a really good idea. Researches shown that it's a great way to promote a business by paying respected individuals in small communities to influence other people's opinion about certain products/services.
I don't know how many funds you really have for advertising, since you listed most expensive option as first and probably cheapest as second. It will depends on product. Millions of revenue ? En101 is a wordwide affiliate business and the main site is not the center of traffic because it has thousands of subdomains for its affiliates.. the site is selling an average of 5K copies of software daily.. It is not properly optimized because the owner concentrated on direct advertising and promotion and not on seo... The owner is (Richard) is making daily trips around the world since October last year and I even meet him twice here in Philippines... En101 has it's own web servers in China and Germany. I am not referring to product.. What I am pointing out is the success of this business using forum promotion..
Well, in that case you can invest in creating affiliate program for your product and pay only for results. "it has thousands of subdomains for its affiliates.. " that's explains everything, not sure just posting in forums can bring such kinds of revenues. That were affiliates right ? I mean he asked people to promote their affiliate links via forums ? Did his affiliates used forums as only way of marketing en101 ?

I've seen people advertising $0.05-$0.15; however, I am wondering how much one would pay to have an intelligent and professional sales person cleverly and subtly promote the campaign. A sales guy / forum poster.
A forum poster is not necessarily to be a sales guy... A forum posted has your link in his sig and whatever he post, he is advertising your site... so why need a sales guy?
To push the link and or product rather than just have it sitting in the link with no mention of it... How could that be anything but beneficial?
