I'd either do a small media buy and promote either my own products or someone elses or I'd spend it on adwords. It's not a large amount but you could get some good test data on anything you were looking to do some affiliate marketing on with a $5k budget.

I'd probably invest in some good content for my sites. Iv'e done a lot of backlinking. However, now I want to focus on building up PR and web authority. Those things would make it easier to do link exchanges and go up in the rankings. If I build more pages then I might accomplish it easily. Backlinks without a lot of site content can only take you so far.
I will invest it in good software and for a staff of workers who can produce double or even triple that amount in time.
It would be in a wide range of things. Probably what I would do is outsource some work. I would go out, begin my research to determine what markets I wanted to get into. From there I would develop a few sites, this shouldn't even take a 1/5th of your budget to do. The rest would go into marketing and testing the waters. Slowly at first. The $5,000 would last me at least 3-4 months, unless I was fairly confident I was getting a positive ROI, I would then spend more so I could make more.

I would keep it to make other websites. I promote my websites for free (it takes a while but works). Just add it to directory after directory. Mabey pay a friend to help.
This is just enough for initial investment. You should firstly spend on customizing your website or finding themes which will fit your professional design and your niche (buy themes yourself or outsource a graphic designer at an effective cost). Secondly, create content and advertise it - spend some by learning and applying PPC campaign and affiliate marketing where Google Adwords and Clickbank is the easiest and cheaper way to start. You can split test your first 10 ads and see which of them and their keywords work so you can edit the rest and make money from them. Thirdly, invest to outsource your other business needs such as the admin, social networking, link building and article marketing so you can focus on the "main" and moneymaking priorities of the business such as creating ventures, joining affiliate programs and participating with them as well as creating content to market your website. Or with what Reapr has shared as well, you can also tackle outsourcing articles which could be a good niche nowadays as it stays in demand. But also, take note of those outsourcing firms or job search websites. You can find better resumes at quality service and lower costs from these firms from the Philippines which I have been using until now. I have 3 staff in place all working multiple tasks for me that I'm only paying them $200-$300 per month! I can recommend Bestjobs.ph and Onlinejobs.ph.
