I think for $20 you can hire a freelance writer to write 4 articles about you website topic. Then submit this articles manually to article directories and newsletter publishers. If you are lazy, submitting manually to article directories, just pay for 2 articles, then buy credits for $10 at Isnare[dot]com to distribute your articles automatically to about a 100 directories. Doing this could increase one way links to your site and possibly increase your website traffic. Goodluck! -vnz

I have no articles to submit ... just to promote a website with daily new freeware + description on it ... perhaps you can consider that as daily new articles ... but not in the sense you mean I think
Press releases would have been great but they are above the budget and not applicable. Perhaps $10 for Adwords and $10 for Yahoo! Search Marketing?
For $20 it wont be worth even the time spent in selecting keywords and setting up your campaign with adwords. I would suggest buying a plug since your site seems somewhat targeted to general audience in nature!
You won't pay until your link gets clicked. One more thing is to find one good resource for paid inclusion. Most of the ones I found are at least $25 though.
Adwords?? His $20 wouldn't last an hour! If you go with the PPC route, choose a 2nd level one, like search123.com or adknowledge.com, abcsearch.com, etc. Sure the traffic is good with Adwords & Overture, but with some words costing well over $1 a click, $20 ain't gonna go to far! Personally, I would use it either to list my site with a few directories or buy text links.
I would spend the $20 to buy myself a large thin crust pepperoni pizza and a six pack of beer. I would then write an article and submit it to every article site I could find. Next, I would submit my site to every free web directory I could find. Finally, I would go to sleep.
The pizza+beer sounds good! A $20 plug would get you about 2000 uniques the day of the plug from a plug on the right site. Plus some some traffic for the next few days and then some trickle traffic every day. Edit: And I suppose SEO benefits if the link is hardcoded!
