Teach a couple of friends how to find links and give them minimum wage £5 - 100 hours of link building. Do the rest yourself Or you could buy some signatures, proof is in the pudding after all.. What kind of return money do 'sig traders' make - ballparks will do.
Spend $50 to get the wife to take the kids to a movie. That will give you three hours of quiet time to submit your site to web directories, build reciprocal links, and write articles to submit for links. Repeat as necessary.
OK, you have a new idea so not many people will be searching for it, yet. Taking on board all comments posted about building content, getting links, defining keywords (all valid stuff), your cheapest marketing resource right now are your members. You could use all or part of your $1000 in incenting your existing site owners to introduce more site owners. Ipod, vouchers, perhaps hard cold cash. Or how about a commission on sales made (you'll need some kind of affiliate/commission system). I work in travel and this is starting to work right now. Perhaps this is what the £1000 could be spent on? also there are brighter people here in the SEO arena but I reckon you could do some work on your page optimisation, unless the phrase 'Link Popularity' is something a lot of people are search for - you know better than me. hope that helps.
You need to diversify, right now you are mainly covering webmaster and related markets. Find 10 other fairly popular forums covering anything from Music, Sports, Politics, etc. Post a couple of times maybe 10-20 in each, with your site in the sig obviously. After about two weeks make an offer, I will pay you $XX if you put this site in your sig. If they say yes ... tell them to signup through the site and per them through there. This could actually help you find other possible loop holes in the system that can be exploited or which are biased towards the buyer or the seller. If you are paying say $20 accross ten forums that $200 a month and your money will last for 5 months which aint bad. Ohhh .. and think of something catchy to put in the sig's you are paying for ... Get $20 a month for your forum signature Now that I have given you a decent idea .. $1000 to promote a site...thats a good question. I think it would be wise to keep the money...and feel like you are paying yourself whilst submitting to directories for hours on end, and joining forums. $1000 is not a lot of money for promoting something so specific... perhaps you could buy a 100 cheap links on various sites you feel might benefit you. did you get into dmoz yet?... $1000 might get you a long way... (not that the words grease and palm come to mind) and of course if you havent already...open a blog all about your site

You would probably need to buy a lot of links from different domains and server IPs. Your $1000 will last for 3-6 months. During that time, your website will gain rankings and you will be able to get your $1000 back if not more. Than if you get more, you can follow the same procedure, but excess of money spend on hiring short-term link exchange specialists and SEO promotion companies.
The whole concept of getting your sig noted is something I have been saying and doing for years. But, most of us already know that, so who is your target audience, if it is existing forum members then some might call it intrusive marketting, but definetly not spamming as from what I can see, many could benefit. So please tell me, who is the targeted audience?
