Doubleclick was not run by google at first place, its later that they become one right? So if a person is kicked out of adsense program is he not allowed to enter doubleclick.net program either?
it could be possible but the module of adsense seems little diffrent from other one double click and adsense but for sure one thing adwords would be banned on your site if your banned from adsense. and i can say its tuff for being out from double click ad planner
Also, in google webmaster central, Doubleclick for Publishers and Adsense are listed separately far from each other. So that says they are different, also Double click has a separate sign up form there, but i am not sure.
