What if someone's account gets banned and then he sells his blog. Then can the buyer put his ads there.Don't you think Google will ban his account as well.

I doubt it they will probably notice a different pub-id and will prob jusdt watch it closely to make sure its not the same person making the same mistakes just with a adsense account. I dont know for a fact but thats my guess at what they would do.

If the actual blog content isn't against the adsense tos there is no reason for a new ban to another person.

Yes, you can still put the adsense on it but you have to bare the risk. It will be fine if only you make correction on the blog and ensure that the previous ban reason was fully eliminated

If you are the nes owner you must contact google first.. I have done this before and yes, I was able to put ads after google cleared it out.

    Depends
If his blog was banned for not meeting webmaster guidelines set by google or some other issues related to content then you will not be able to put up the ads
But if the publisher has been banned then you can place the ads
I have one website with me which i bought 2 years ago wherein the publisher was banned, i contacted adsense support and gave the details of the purchase along with the domain registration change details at godaddy and support gave me the go ahead(of course they took 3 weeks), and that site still earns me a cool 150$ per month without doing anything
Go ahead and ask the support that is the best option

Depends why he was banned. If his account was banned because another website then your fine. If it was banned because of the website's content or traffic then be very careful because yours could be banned
