You never get reject at first place. I hate every single person who goes online and launches a website puts 2 crap articles and then tries to get accepted for Adsense. Making multiple accounts result in a ban.
If you can put lots of good content on the rejected site, you can reapply using that site. I know people who submitted their sites after being rejected and because they put in unique content, it eventually got accepted.
