I know this must have been asked several times already but what is the definitive solution without having any issues ?

My cc already got deactivated twice because some international sellers have not implemented 3d secure verification. Same problem with PayPal. Even if the transaction goes through the cc issuer calls to get confirmation and if I am not reachable on the phone they deactivate my card.

The cc company also blocked a verification amount charged by Entropay and warned me not to make any payment because they think it is "high risk" and so they are investigating.

I heard RBI is enforcing new fraud prevention measures for international debit cards also....supposed to come into effect from June or something this year.

There weeks back I applied for a international debit card and online banking from Vijaya bank and they are yet to send me anything.....they said it will not take more than a week.

So what is the solution ?

Which Indian bank is best for Online transfer / Intl. Debit card / Worldwide Accepted Virtual Card ? SBI says on its website only domestic payment allowed for virtual card

    :( :( :(

I think CITI bank is best solution. As I don't have money to open Citi bank account; so I am using Axis bank and it works very well.

You could use Entropay....use your online banking account or local Debit card to charge the Entropay card ..and use that card to make payments

    Yes Entropay has been blocked.

Fortunately I can add funds to NameCheap.com with SBICard without hassles...they even stopped calling me to confirm though Namecheap has not implemented Verified by Visa.

Thanks ! I had never thought of HSBC...they have a 25k deposit linked account which also includes online banking, a credit card and international debit card, and allows to overdraw upto 90%. This might be a better option than a similar account in an Indian bank

After SBICard issued a new card with EMV chip I had to reverify with Entropay. SBICards blocked the small charge by Entropay made for verification and they told me Entropay is regarded as highly suspicious and they will take couple of weeks to investigate during which time I should not make any transaction. The charge never showed up in the cc statement which means they have denied the payment.

The problem is RBI has banned transactions for certain purposes like gambling/betting and hence Entropay must be under their scanner.

    Bank Transfers, Western Union, etc.

None of them are great options though for speediness and ease.

Forgot VCCs as they are almost blocked everywhere... And yes, Entropay is under scanner. I suggest you to try with Axis. They offer EVM chipped international debit cards and good at making wires as well. But best is HSBC for wires but you need to maintain good amount there :)

Sorry, NO idea about Kotak but I can say, Axis is very good. I own my corporate account with them and they are good at services too. I also have good experience with YES BANK. I've my saving account there and they're also good at wire transfers.

You could get a credit card from ICICI bank if you put a Fixed Deposit for Rs. 20,000. The limit of your card will be 80% of your FD amount, so a higher FD will get you a higher limit for your card.

    Details here: http://www.icicibank.com/Personal-Banking/cards/Consumer-Cards/Credit-Card/Platinum-credit-card-benefits.html
