If it is harmful???

    If it is harmful to submit links to a blog where there are more than 50 blog commments with links(spammy).
    My SEO friend told me not to comment on blog having more than 20 OBL links.
    Please suggest

    I always thought anything that can be done to frame you will not be punished for it. So, if someone was to spam your URL, it wouldn't have any harmful effect.

    that no penalised for leaving a comment, but if the blog possess more than 100 comment is no more effective.

    Consider this I submitted my comment to a good blog when there are 5 comments in it,google indexed that blog and gave authority to that link but after few days the blog has suppose 100 comments, so if my link has same authority or not.

    See, it is not the number of outbound links, it is about the quality. If the blog is just maintained to give links, then you having a link will not be a good choice. But if the blog is a authority one, I don't mind having links even if they have 500 OBL :)

    I see that some blog posts in Probloggers have more than 400 comments. Since Probloggers is a reputable blog, I do not mind making comment to get link.

    Not at all, the more outbound links a webpage has, the less PR/link juice is passed on though a backlink, it's still a valid backlink never the less and will help out your websites rankings. The OBL count has no effect on the backlink, just what what the backlink passes onto your website.
