Try googling for the specific tags you're going to delete. If you're not ranked good at all then you can delete it. Google most of the times look at the content on the page and ranks you for that. The keywords placed in articles, blogs, description and so on.

What do you mean exactly with google rank ? Do you mean Google PageRank (PR) or SERPS ?
If you want to change the meta tags 'description' or html tag title it possibly affect the SERPS but PR is not affected.

Your <meta> tags/elements have absolutely nothing to do with how your URLs rank at Google. Nor does it affect your URL's Page Rank.

The meta keywords element is ignored by virtually every reputable search engine on the planet including Google when ranking your URL for a particular keyword phrase (although the newbies at Yahoo! seem to still look at it ROFL).

The meta description element is also ignored by Google and many of the engines as well when ranking your URLs for particular keyword phrases. However, optimizing meta description tag/element on your pages is still very important at Google. Though it does NOT affect your rankings, a well optimized meta description if shown in the SERPs as the Google search snippet can drastically improve your click-thru-rates.

So change them all you want... It will not affect how your URLs rank in the SERPs nor will it affect your Google Page Rank (PR).
