I think that's a way to get backlinks? I believe it's a good thing to do. I hope someone has more info.

Not really the best idea. You will get backlinks to your blog indeed but the other blog you just created will be considered as a duplicate in the eyes of Google. In result, Google will give your other blog (with copied content) bad rep and since your website is linked to that website it's not a good thing in the long run.
I have found duplicate content to be nothing more than a myth. I currently have 7 sites that do nothing but scrape content from other sites, yet consistently receive over 10k traffic every month. These sites are doing well for highly searched terms. I do have a solid backlinking program in place to these sites also, but it hasn't seemed to hurt any of the sites as far as I know. If it hurt either site, then I would just scrape my competitors sites all day with multiple sites.

No problem if you own the article for your blog first and the other that use your article will need to link back to your original article. Then it will be ok
