If i send $4000+ at once to another Paypal, will Paypal Lock/Investigate/Limit ?

    I can say for certain that Paypal has a transfer threshold for all accounts. When you exceed it, your account will automatically get limited until you give paypal more information about the transaction. There are separate thresholds for single transactions, monthly volume, and withdrawals.

    I can't say for certain exactly what the threshold is, and it does change based on a business's history. I estimate that it's near $3000 until you establish history that increases it.

    Right now all processors including paypal, and getting much pickier in their risk management, so the likelihood of an account getting flagged is very high right now. In the above situation, if an account gets limited, it will be the sellers account. You would need to provide them with information about the transaction, cost, what's being sold, why it's so expensive, why it's so much more than your normal transactions, etc... They would also contact the buyer and ask them basically the same questions. Once their investigation is complete, they have three options, they can hold the money for 180 days, they can make you refund the money, or they can let it go through.

    The best way to get this through is to get a signed invoice with a good description of what's being sold. If you can, get a photo copy of your customer's drivers license as well.
