If I had two adgroups with same keywords, which one does Adwords Display?

    I think i stated it in my subject line.

    I am wondering this:

    If I have the same keyword in two groups, does Google put up the more relevant ad or do they simply put up the one that makes them more $$ (the highest bid ad)

    whichever has a higher sum of CTR * avg cpc

    if ad 1 gets a ctr of 1% and an avg cpc of $1 then for every 100 impressions google will make $1

    if ad 2 gets a ctr of 2% and an average cpc of $.60 then for every 100 impressions google will make $1.20
