Where they from, you know there really is not much risk in a worse case scenario you will be able to recover most of your money because you can easily track the person down. If the person you dealing with is not in the US then they will either need to have a paypal account to make a withdrawal and this will take a few days. Like I said you got not much to lose in reality.
Tell your partners to get VNC so that they can remotely connect to your PC and access your pay pal just to check accounts. They don't need to login from their PC but can do so on your own PC via VNC. Less risky and they will get instant accounts. Kind regards, Yogesh
