If i do this, will my ads be relevant?

What i'm basically trying to ask is:

I want to make a website with the layout above. The red box is a "frame" of top.php which means that if i change "top.php" it will be changed in all of my pages, not just index.html

My quesion is, will the ADS that i put on TOP.PHP be relevant to the CONTENT on INDEX and any other page?

I'm finding it quite difficult to explain, but if you understand me please help,

yes it will. once you use an include file (you dont need to use a frame for it, just a table section will do fine. frame will make it a separate page within the index file), the data that is imported will be just like the part of index file.
